A framework for verifying and comparing higher education information in Hong Kong and Macao

Abstract

This working paper provides a framework for organising public information on higher education in Hong Kong and Macao. It separates institutional identity, programme information and current admissions, using consistent dimensions for comparison. It makes no statistical inferences or quality rankings.

Three verification layers

Institution: verify the full name, location, authority directory and official domain. Programme: verify the degree title, awarding body, structure, duration and mode of study. Admissions: verify eligible applicants, intake rounds, requirements, documents and the official application route.

Six comparison dimensions

Record educational aims; academic prerequisites; curriculum and research training; mode and location; fees and funding; and application dates and documents. Use consistent definitions and mark missing information as unconfirmed rather than filling gaps by assumption.

Sources and version records

Attach an official source, applicable year and consultation date to each key fact. Policies, course descriptions and admissions notices may cover different periods. Retain conflicting records and seek clarification from the publisher rather than choosing the more favourable wording.

Classifying cross-border cooperation

Record joint universities, institutes, collaborative degrees and joint training separately. Check nomination requirements, restrictions to enrolled students, registration, awarding institutions and actual study locations. A partnership announcement is not itself an open admissions notice.
