Understanding higher education in Hong Kong and Macao: three distinct layers

Institutional lists, programme recognition and current admissions answer different questions. Reading them separately supports reliable judgements.

Identify the institution before the programme

An education authority’s directory helps establish the institutional landscape, but inclusion does not mean that every degree level is offered. Record the institution’s full name, location and directory source before consulting its individual programme pages.

Approval is different from an open intake

A recognised programme may not currently accept applications. Check its title, degree award, mode of study and intended applicants separately. Previous prospectuses provide context but cannot replace current admissions information.

Return to the applicant’s category

A programme may have different arrangements for local, non-local and mainland applicants. Establish the relevant category before checking academic and language requirements, documents and deadlines. A general programme description does not determine eligibility.

Our approach to observation

Record three layers: institution, programme and current admissions. Retain original sources, consultation dates and unresolved questions. This is an editorial information framework, not an official judgement of qualifications.
