Hong Kong EDB adjusts non-local admission ceilings for 2026/27
Revisiting the implemented changes to non-local and self-financing postgraduate ceilings, and their relationship to admissions.

The EDB document raises the self-financing non-local ceiling for funded institutions’ taught programmes from 40% to 50% of local places, and the self-financing over-enrolment ceiling for funded research postgraduate programmes from 100% to 120%, from 2026/27.
